When a licensed contractor is required
Any landscaping job over the current CSLB threshold in labor and materials requires a licensed contractor. Confirm the current threshold and date on the CSLB website. Pure maintenance (mowing, trimming) without construction may fall outside contractor licensing — but construction work (walls, irrigation, grading, structures) requires a license.

License number on advertising
Under B&P §7030.5, a contractor's license number must appear on all advertising — including websites, vehicles, and business cards. No license number is a red flag.
Home improvement contracts over $500
Under B&P §7159, home improvement contracts over $500 must be in writing and include required notices and disclosures. Get everything in writing.
Down payment cap
Under B&P §7159.5, the down payment cannot exceed 10% of the contract price or $1,000, whichever is less. Larger deposits are a red flag.
Mechanics lien warning
Unpaid subcontractors and suppliers can file a mechanics lien against your property. Protect yourself by using joint checks, lien releases, and verifying that the contractor pays their suppliers.

Call before you dig — 811
State law requires calling 811 ( Underground Service Alert) before any excavation to locate underground utilities. It's free and prevents utility strikes.
MWELO and local water rules
New and renovated landscapes above a threshold must meet the Model Water Efficient Landscape Ordinance and local water rules. Confirm with your agency.
Pesticide and herbicide application
Applying pesticides for hire generally requires a licensed pest control applicator. Confirm licensing for any chemical application.
Gas-powered equipment rules
California is phasing in zero-emission rules for new small-engine equipment, and many cities restrict gas blowers and mowers. Check local rules.
HOA rights under Civil Code §4735
HOAs generally cannot ban drought-tolerant landscaping or artificial turf, and cannot fine owners for reducing water use during a declared drought. Confirm details with your HOA and the statute.
Workers' compensation and bond verification
Verify the contractor's bond and workers' compensation insurance on the CSLB website before hiring. Uninsured workers injured on your property can create liability.
Warranties
Get plant, irrigation, and hardscape warranties in writing — including duration and what's covered. A one-year minimum is common for installation work.
How to file a complaint
File a complaint with the CSLB if a contractor does poor work, abandons a job, or violates the law. The CSLB can investigate and discipline licensees.
Renters and tenants
Yard maintenance responsibility is usually set by the lease. Tenants should confirm in writing who is responsible for watering, mowing, and repairs before signing.
